I've got it working ...had a allow all somewhere. I will use a banlist as mentioned.

Your config seems to be OK, have you reloaded your squid config? I think, it's been a while... 'squid -k reconfigure' or something along those lines...

	If it's redhat 9, it's probably got a friendly rc script, so an
'/etc/init.d/squid reload' might do the trick.
