I've never had any trouble with it when all the clips come from the
same original source material, e.g. joining up little clips downloaded
from thumbnail sites or putting together a movie from usenet parts
(although if you've got all of it, there is software which will do
this for you, can't remember what it is called though).  Reencoding
carries it's own troubles and I would not bother with it unless it was
neccessary.
