There is many. One tool that provides this is called coolbar or somrhing 
like that, but look at Aston (maybe ashton) but its a whole GUI change 
for win32, and it looks really cool too. If Aston does not do it, look 
on tucows.com and simtel.net, there are lists and lists of apps and a 
few there should do what you want.

Search goolge.com for astonshell and then it will list a site where you 
download it. Its been years since I used it so i dont remember the site 
where you get the setup or the themes or the  crac^H^H^H^Hpatches.
