If you have access to a (deceased) R549 modem )f the same type), you can take the EPROM off that and replace it on the R99 card - and it works. On the other hand - being an EPROM, it is of course writable.....all you need is the software and a 34-pin EPROM burner...... <end hearsay> I will add that I would also be a dash ticked had I bought into this con and it came about after the fact.
