Impossible.  Try phone-to-phone SMS, and you'll notice there is no
guarantee that it is received within 30 seconds.

I don't believe that with the South African cell-phone industry it
is possible to guarantee service within 30 seconds.  I've received
SMSes that I /know/ had been committed to the service provider
two hours earlier.  The receiving phone was on all the time, and
had reception.  The SMSes were sent from a cell-phone, and I have
a date-and-time stamp of the reference number the call-centre issues.
