You can download a PHP/ HTML IDE from zend.com. Problem is you need Java 2, which means it grinds away like Sun's Forte for Java. Pretty IDE but pretty damn' useless. There is also a product called Lexion or something to that effect, but you have to download so many other libs to make it work that I'm doubtful whether it is worth it.
