have you allowed ip forwarding ,  echo 1 > /proc/sys/net/ip4v/ip_forward
without this
the 2 networks wont be able to ping each other

Yes this can sometimes be normal. B-)

What are the settings for each NIC (i.e IP Address, Subnet mask, etc.)?

Once I see that information I might be able to help you out as I have just
set up a machine with 2 NICS!!!
