I fixed it by getting the apache source code and compiling it.
A new apxs was then generated, this new file worked.

I have installed RH7 which comes with PHP4, etc.
I wish to recompile PHP4 as a module, (which it already is, but I want
different options)
thus I use the --with-apxs directive along with other options.
However, it complains that apxs does not work, because either
1. apxs cannot be found
2. perl is not installed
3. apache does not allow modules

Now I know apache is ok and perl is installed.
That leaves apxs not there.
I did a locate and only came up with apxs.pl
I renamed it to apxs, and put it in /usr/sbin but to no avail.

Anybody know what I can do to fix this problem?
