Web Design

I know this is OT, but there are so many people that can help me.
I just want to know which place to goto to study web design. I'm looking at html, dhtml, cgi, java, shockwave, and maybe other graphics as well.
It's for a friend of mine, and she might be looking at certificates, and even international certificates.

Any help will be appreciated
