In the case of ip_forward = 0, how would one enable it ? would a recompile
ne necessary ?

The reson for ftp commands could be becase of ports 
Ftp uses 20 and 21

Best option is to let linux handle the ftp fowrad
in route add a route to the host

route add -host ip.of.nt.box ethusedtoconect 

check /proc/sys/net/ipv4/ip_forward should be 1

and if you use ipchains do the following

ipchains -P forward ACCEPT
